Andrew has acted for municipal and private clients for almost 20 years. Over this time, Andrew has appeared before the Superior Court of Justice, the Divisional Court, the Court of Appeal, the Ontario Municipal Board and other tribunals. Andrew has also appeared before municipal Committees and Councils to provide advice both during public sessions and in camera.
Andrew articled at our firm in 1996 and, thereafter, became an associate in 1997. In 2000, while developing his municipal and civil litigation practice, Andrew became a partner.
With respect to municipal matters, Andrew’s experience includes appearing before the Ontario Municipal Board on matters such as seeking approval of new Official Plans, rezoning appeals, site plan appeals and challenges to the legislative authority of municipal Councils. This experience has provided Andrew with the ability to analyze a broad spectrum of legal issues quickly and respond in a manner that best represents his clients’ interests in a cost-effective manner.
Andrew currently represents the City of Toronto with respect to an amendment to its Official Plan as a result of the City’s completion of its Municipal Comprehensive Review in relation to its employment lands. Over 175 appeals have been filed to the Official Plan Amendment which are currently before the Ontario Municipal Board.
Andrew is also currently representing the Town of Oakville at the Ontario Municipal Board with respect to more than 60 appeals that have been filed in relation to the Town’s new Comprehensive Zoning By-law.
Over the years, Andrew has also gained extensive experience in civil litigation through dealing with such matters as claims arising from a train crash and from claims arising from a fatal explosion in a residential neighbourhood, as well as claims related to an alleged breach of trust. Andrew’s cases have been reported in the Ontario Municipal Board Reports, the Dominion Law Reports, the Municipal Planning Law Reports and the Ontario Reports.
Outside the spectrum of the solicitor client relationship, Andrew is always prepared to share his experience in an effort to assist other professionals. Andrew recently spoke at a Continuing Legal Education seminar concerning his handling of the appeals related to the City of Toronto’s Municipal Comprehensive Review.
